Initiation and co-ordination of projects: model and pilot projects, research
To broaden the knowledge base on health promotion in health care, the Centre initiates and co-ordinates scientific research on innovative model and pilot projects in co-operation with partners and also initiates specific research projects.
     
  project on internationally comparative evaluation study on HPH (PRICES-HPH)
PRICES-HPH (2008-2012)

"PRICES-HPH" is an international HPH evaluation project coordinated by the Vienna WHO-CC. During the first project phase (December 2008 until Spring 2010), HPH implementation will be evaluated on the level of national / regional HPH networks and on the level of HPH member hospitals. The main aim of this first project phase is to find out was has worked with regard to HPH implementation and where there are areas for improvement. The Vienna WHO-Model Project "Health and Hospital" (1989-1996)

 

Development of the Project

 

The Vienna WHO-Model Project "Health and Hospital" was scientifically co-ordinated by the LBISHM and carried out at the Rudolfstiftung Hospital of Vienna, a general hospital which employs approximately 2000 people and treats about 30 000 in-patients and 100 000 out-patients annually. The project acted as first pilot hospital for health promotion in a European hospital and lasted from 1989-1996.

 

The project aimed at developing the Rudolfstifung Hospital into a "health promoting" organisation for its patients, visitors and personnel, and at developing the hospital into a model and advocate for the principles of health promotion in the region. The project also had to take into account the principles of the Vienna Hospital Reform: increasing efficiency, improving quality, respecting consumer interests, increasing the motivation of its personnel, decentralisation.

 

Health Promotion was implemented in this model project by an organisational development process following the principles of systemic organisational theory and consulting:

  • No development of extensive external plans, but development of specific goals and models on a step by step basis, involving all people concerned
  • Voluntariness of participation in all processes of change;
  • Participation regardless of traditional professional and hierarchical borders
  • Fundamental principles of project management
  • Transparency and publicity
  • Equal emphasis on the development of personal competences and organisational structures
  • Support for the organisational development process by external consultants.

12 sub-projects were realised as part of the overall project:

  1. "Health at the Workplace": "Prophylactic Measures for Backache", "Communication in Interprofessional Teams", and "Handling Dangerous Materials"
  2. "Organisation of Hospital Hygiene"
  3. "Reorganisation of a Ward": "Functional Reorganization of Ward Space", "Regulation of Working Hours for Nursing Staff", "Reorganisation of Medical Work"
  4. "The Out-Patient Clinic as Interface between In- and Out-Patient Care"
  5. "Healthy Food in the Hospital"
  6. "Training of Diabetics"
  7. "Nursing" ; "Practical Instruction and integration of young nurses at the ward"
  8. "Qualification Programme for Ward Nurses"
  9. "Patient-oriented Group Nursing"
  10. "Support for Patients by Volunteer Services"
  11. "Co-operation Between Wards and Central/Functional Units"
  12. "Mission Statement"

the project showed that it was possible to:

  • win the support of the hospital owner, management and staff
  • solve relevant acute problems of the hospital
  • establish new professional roles, new communication structures and training programmes for staff
  • ensure sustainability of the project's results by developing the hospital into a "learning organisation"
  • work continuously on the HPH-projects for 7 years
  • actively involve 250 staff members in the subprojects (more nurses than medical doctors and administrative staff)
  • incorporate the goals of HPH in the mission statement of the hospital
  • achieve visibility by newsletters, public presentations, visitor's days
  • develop nine model documents (guidebooks) on nine successful models of HPH-projects
  • support the initiation of the European Pilot Hospital Project and the Austrian National Network of HPH

"IMHPA - Implementing Mental Health Promotion Action" (2003-2007) and
"EMIP - Implementation of Mental Health Promotion and Prevention Policies and Strategies in EU Member States and Applicant Countries" (2005-2006)

The institute participated in two European projects on mental health promotion, aiming at defining, recommending and implementing strategies and instruments for mental health promotion in numerous settings including hospitals.

Health promotion in primary health care:
General practice and community pharmacy

The main defined goal of the project was to make a meaningful contribution to the development of quality assured and quality assuring patient-oriented health promotion in general practice and community pharmacy in all Member States of the European Union.

European WHO-Pilot Hospital Project on Health Promoting Hospitals (1993-1997)

 

Twenty European hospitals committed themselves to changing and adjusting their structures and cultures in order to become healthier institutions for patients, staff and the community. These hospitals documented and evaluated their experiences in the sense of models of good practice. They supported the proliferation of Health Promoting Hospitals (HPH) by presenting and publishing their experiences and results.

 

Pilot Hospitals were and are actively involved in setting up and supporting numerous regional/national networks of Health Promoting Hospitals (in Austria, France, Germany, Greece, Ireland, Italy, Poland, Sweden, UK).

 

The results of the WHO pilot hospital project are published in:

"Migrant-friendly hospitals" was a European project funded by DG-SANCO, coordinated by the centre, to promote health and health literacy for migrants and ethnic minorities in health care settings.
